Towards the end of last year, I had so much work that I needed to hire more workers as fast as I could because we had to finish a project urgently, so one of the workers didn't fill out their W9 form and now there is no way that I can reach him in order to get his SSN and Address.
What could I do in this case? the vendor is not eligible for 1099 form because of the missing info.
Will making him inactive solve the problem?

You're correct. An EIN or an SSN is required when you file the 1099 forms of your contractors. QuickBooks is designed to detect missing information such as the EIN or SSN to make sure you comply with the requisite details of the tax agencies.
To ensure that you're able to send the 1099 forms for other vendors, you can just exclude that contractor using the 1099 Wizard.
Here's how:
That should allow you to prepare and file the forms excluding that vendor.

How do you file the vendor's who you don't have their info for?
