Can I grant a user access to my quickbooks online account to pay, collect, and do other transactions, but still be able to approve all payments before they go out?

I have two suggestions for you, @contracts-ivrece. Allow me to elaborate and walk you through how to change the user role in QuickBooks Online.
You can grant the user access rights for the Standard user or Company admin roles. This enables the user to pay, collect, approve all payments, and handle further transactions within QBO. Find out more information about these two user roles: User roles and access rights in QuickBooks Online.
Furthermore, follow these steps to manage user access:
1. Go to Settings ⚙.
2. Click on Manage users.
3. Locate the user you want to edit. Then click on Edit in the Action column.
- You can edit the User type ▼.
- Choose the user settings you want to manage (if needed).
4. Hit Save.
5. Let the user to log out and log in again into QBO to see the updates.
