QuickBooks Desktop Payroll is only designed for the U.S, U.K, and Canada. This is why you're unable to run payroll in the program.
You'll want to do your payroll manually. Before doing so, please make sure that your computer is offline or is not connected to the internet. Then, follow these steps to set up the preferences:
- Go to Edit > Preferences.
- Select Payroll & Employees and click the Company Preferences tab.
- In the QuickBooks Desktop Payroll Features section, select the Full Payroll radio button.
- Select OK.
