Trying to convert QBO to Desktop Premier 2018.
After I click the convert button in Internet Explorer, nothing happens.
Desktop is open at the no company screen
Eventually Internet Explorer screen will display a message asking to close a dialog box on the Desktop, but there is no dialog box open on desktop. Repeated several times.
If I try to click convert on Internet Explorer with Desktop not open, Internet Explorer will ask to open Desktop. Then a different error displays on Desktop no_file.qfw

Let me help and guide you with converting QuickBooks Online (QBO) to QuickBooks Desktop.
To make sure you're able to proceed with converting your QBO account, let's configure Internet Explorer's security for a successful export. To do so, please follow the steps below:
- Open Internet Explorer.
- From the Command Bar, select Tools and choose Internet Options.
- Within Internet Options, select the Security tab.
- Add *.intuit.com to trusted sites.
• Click Trusted Sites.
• Within the Trusted sites window, un-check Require server verification (https:) for all sites in this zone.
• In the Add this website to the zone field, type: *.intuit.comNote: It is recommended that you remove all other websites in reference to intuit.com from the list of websites, as *.intuit.com will cover all Intuit sites.

- Close the Trusted sites window.
- Uncheck Enable Protected Mode.
- Close Internet Explorer.
Once you've closed Internet Explorer, let's run QuickBooks Desktop and Internet Explorer in Administrator Mode. Just make sure QuickBooks Desktop 2018 is already installed on your computer. Here's how:
- Locate the program from a desktop shortcut, or through the programs in the Start menu.
- Right click on the program and select Run as administrator.
Then try exporting your data again. For visual references for exporting, you can view the Visual Guide to Export.
If the same thing happens, I'd recommend working with our QuickBooks Online Customer Care Team. They have extra tools, such as screen sharing, to dive deeper into this issue.

One quick suggestion / test. In QuickBooks 2018, can you go to the Windows Menu and choose to Cascade. I have seen some dialogue boxes get moved off-screen and I want to be sure that's not the case.
I experienced the same issue -- Windows 10, IE 11 and QB Desktop 2019. My resolution was to run QB Desktop as Administrator. As soon as I did that, it worked perfectly.
Please Try This.
Open a Sample company, I chose a Services-based sample company.
Close the company and go back to the No Company Open screen.
Click the menu bar Help --> Activate QuickBooks Desktop (I'm using a 30-day Trial didn't think I need to do this, but did it anyway).
Click the Activate button.
Close the "We just need to verify your identity to activate" browser window, return to the No Company Open screen.
Start the conversion process again with QBO.
Tried for an hour to open the file by cleanig the cache in IE, force-closing QBDT in Task Manager, restarted the computer like 10 times. Nothing worked. The download file window never showed up. What did the trick was running internet explorer and Quickbooks Desktop as administrator.
