This error usually occurs when the installed anti-virus programs is blocking QuickBooks. Here are a few troubleshooting steps to resolve this error: 

  1. Make sure that your anti-virus is on its latest update. 
  2. Then, restore qbdmgr.exe and qbdmgrN.exe from the virus quarantine (vault).
  3. Add an exception on your anti-virus software to prevent QuickBook Desktop Directory from being scanned. 
  4. Once done, repair QuickBooks Desktop.
