Do you know if it is over 500k target? To check this is if you press f2 on your keyboard in your QuickBooks desktop to check this number out. 

The only way to reduce targets is to delete transactions one at a time, there is no means of condensing it.

The total targets is 611492 but I would want to keep the last 2-4 years worth of data to move over to the online version so that i have comparative data.

You cant do this unfortunately as there isn't a means of only migrating over certain years its an all or nothing process. 

You will not be able to migrate it all over because your target is over the 500k. 

So your only options are to either start afresh in Quickbooks online with opening balances or use a third party. 

Is there no way that I can delete all transactions up to a certain date?

Consider purchasing a 3rd party condense service prior to migrating to QBO.
