Hello RWN,
Welcome to the QuickBooks Community! It's a fantastic resource for familiarizing yourself with the capabilities of the program through asking questions and reading self-help articles about the features in QuickBooks products. Creating and using quotes in QuickBooks Online is easy and I'd be happy to show you how to create one.
QuickBooks uses the term Estimate instead of quote, but the feature does the same thing a quote would: it creates a non-posting transaction to give your customer an idea of what they would be paying for the product or service they're purchasing from you. Non-posting mean the figures don't hit your financial reports since there hasn't been any exchange or planned exchange of funds just yet. There are a few ways to create an estimate. Perhaps the easiest is to click the +New button in the program's left menu, which can be accessed from almost any area of the program.
I've pulled the Community help article about this feature, which goes over what an estimate is, when to use it, and how to use it in QuickBooks Online. Take a look: Set up and use estimates
That should get you on track with creating and sending estimates to your customers, but don't hesitate if you have more questions. I'm here to help!

There needs to be a feature added for quotes as well. An estimate implies that the pricing can change
