Well that's just stupid, the dashboard (and the reports) should follow whatever basis the customer sets, ALLWAYS. On a similar note, I run four standard reports, the P&L, the Trial Balance, General Ledger, and Balance Sheet. Even though my client is set as cash, two reports come out as cash and two as accrual. No CPA would be happy with these results. It is something that shouldn't be excused, it should be fixed.
