I've been having a dickens of time getting Quickbooks Desktop to connect to TD for online billpay.  I tried everything that's been written about everywhere.  Finally, it occurred to me to change the name of the account in Quickbooks so that it matches the name of the account in TD Bank.  For instance, I've always called the Quickbooks account "TD Bank".  However, TD calls the account "TD BUSINESS CONVENIENCE PLUS".  So, I changed the name of the account in Quickbooks to "TD BUSINESS CONVENIENCE PLUS" and great big BINGO.  So stoopid, but it worked.
