A new user cannot enter quickbooks online to establish his account

I added the user as an Admin and I have admin privileges here is his email describing the problem: "I got the new invitation but when i click the link it tells me that there is no password for “XXX” . So I reset the password for “XXX” and somehow they know both my phone and email. So then I try to log in using the new password and they tell me that there is no account “XXX”.
