Capital One bank feed

I have been completely unable to connect to Capital One Bank or credit card feeds for the last 6-8 weeks.  This is not the old problem, but a new, never-before seen issue which is affecting only one customer.  Any attempt to connect to Capital One or set up the feed as a new account simply crashes QuickBooks completely.  I've run verify and rebuild, repaired the program from the control panel, run the program repair tool from the tool hub, and attempted the installation repair tools from the tool hub.  The last one creates an error code:  Can't create output file ...file path... QBinstallv2finishscreen.exe.  Any ideas?
