No, the problem is not with Windows 10. 

I am running Windows 7 Pro and started having the same problem after I installed the last update for 2017 Premier.  I have uninstalled and reinstalled both 2017 Premier and 2018 Premier. One error message I saw stated that the two versions need to access the same file, but I cannot now find the error message.

This is a daily problem on many levels.
