Currently, not all banks in Dubai are supported by QuickBooks Online. This is because QuickBooks depends on the Financial Institution if they integrate with Online Banking in QuickBooks. That's the reason not all bank of Dubai appears in the system.
Once you're unable to see your bank to connect with QuickBooks, I suggest submitting a request to QuickBooks to support your financial institution.

In the meantime, you can download your bank or credit card transactions to manually import them to QuickBooks Online. To see the detailed steps, you can refer to this article: Manually upload transactions into QuickBooks Online.
Once your transactions are downloaded, all you have to do is approve the way QuickBooks categorizes them.
