QuickBooks Online Accountant (QBOA) India is different from the QBOA US version. That's the reason why you're unable to find the link and see options within your QuickBooks account. In order to have an option to apply for QuickBooks Certification is required to have a US version of QBOA.
You may consider opening a QBOA US account with a US address. Then, use a dummy address or take the exam of QuickBooks Certified User for the QBO US version.
