Yes, QuickBooks Online is compliant with the Israel Tax authority.

Try to signup for QBO Global version for Israel to make sure. You don't need to pay anything to open a trial account. If you are satisfied, you should signup for a new blank account and pay it with the discounted rate.

I've send an email to the Israel Tax Authority and they claim that your SW is not approved by them.
Did you apply for approval in Israel?

QuickBooks Online (QBO) is designed to meet the basic accounting standards for small businesses in accordance with the Generally Accepted Accounting Principles (GAAP). You can use our tax feature to record your transactions. However, know that QBO isn't authorized by the Israeli tax authority yet for your country's specific taxation guidelines.

Though we're not yet given the authority by the Israel Tax authority, you can use QuickBooks specifically for recording purposes.
