I have created several rules - some of them from QBO's suggestion.
None of the rules operate and I cannot determine what the problem is.
Each rule is surrounded by a red border with the following text:
QuickBooks can't apply this rule because some of its details (payee, account, class, or location) no longer exist.
I have reviewed all items in detail. In each case the Payee and Account exist. I am on a version of QBO that doesn't support Class or Location and neither of these are nominated.
As in each case the Payee and Account exist, why does QBO claim that the rule cannot be applied?

It's my priority to help you sort this out, @cuebeeohhd. I've conducted research here and haven't found any similar issues with it.
We can perform a few browser troubleshooting steps.
There are times that the browser is full of frequently accessed page resources, causing some unusual responses. We can start by accessing your account in a private browser. This mode doesn't save your searches, visited pages, log in details, and cookies.
You can use the shortcut keys that I've listed below.
Once you're in, you can create the rule again. However, if the issue persists, try using other supported browsers. It could be that the one you're currently working on has a temporary issue with QuickBooks.

I created a new rule in the private browser window after following your instructions. The same result ensued - the rule cannot be used.
I checked the list of supported browser. I am using a supported browser on a supported operating system. What do you suggest I do now?

This is not the kind of service we want you to experience in QuickBooks. I appreciate all the troubleshooting steps you've performed.
Since your bank rule is still not working, I suggest reaching out to our Customer Care Team. They'll be able to do further investigation about this behavior and can open an investigation ticket if necessary. You can go to the Help icon. From there, you can contact us through messaging.
