With QuickBooks Online (QBO), you're able to track your business income and expenses. You should have the sales receipt feature and other sales transactions (i.e. invoice, receive payment, and quote) regardless of your subscription or current program version. You're able to create one by selecting the + New button. Please see the attached screenshot below.
There are times that the browser is full of frequently accessed pages, thus causing some unusual system responses. You can isolate this by logging into your QuickBooks Online (QBO) account using a private browser (incognito). Here's how:
Once signed in, go to the + New button. If you're able to see the sales receipt feature, return to your default browser and clear its cache and cookies. This will remove older data that causes viewing and performance issues. However, if the problem persists, I'd recommend using other supported browsers.

Thanks for the feedback. I wasn't very specific as to the exact nature of my issue.
I meant I do not have Sales Receipt as part of the import data options.
I am currently subscribed to online plus so I expected to have access to all import options.
