I can share some information about settings a user list in QuickBooks Online (QBO).
The feature to set a user to generate invoices only is currently unavailable. That will be a great addition to the current features that we have, so I'll take note of it.

At this time, you can only set a Standard User that has limited access to Customers. Aside from creating invoices, they can also enter estimates, sales receipts, credit notes, and refunds. This user role can't see total income and expense amounts on the Home, Supplier, and Customer pages.
Here's how:
You can now see the user that you've added on the Manage users page as Invited.
