When I login to my Quickbooks account as over riding page concerned with Billing overlaps the application asking for renewal of subscription. However the Subcription button is not active. Please advise how to Pay my subscription and re activate my account. I was abroad on a visit to the US and not aware of this problem .

I'm here to help you reactivate your subscription.
The Billing & Subscription tab is only available if you log in as either the Master Admin or Company Admin.
If you log in as either of the two, check if this is a browser issue or not. You can sign in to your QuickBooks Online (QBO) account using a private or incognito window and open the Billing and Subscription page again.
If you can access it without encountering an error message, you can clear your browser's cache to remove the temporary files or use a different supported browser.
If the same issue happens, I recommend contacting our Phone Support team. Aside from the Billing & Subscription tab, they can also verify if your account is still on a trial period.

You may also check information about updating your billing information and subscription.
Then, proceed with resubscribing or reactivating QuickBooks Online.
