I have been using QBO plus (Singapore version) and would like to upgrade to the Advanced plan because of batch invoicing and batch expense transactions import functions. Is there any workaround that I could upgrade to QBO Advanced outside of the US?

Another issue, you have to migrate data manually from QBO Singapore version to QBO Advanced. You may have 2 ways to do so:
1. Utilize a migration tool

is there any set timeline of QBO advanced outside the US? It’s been 1 year since the last post in the community…
if not, are there any functional or legal implications in case I would like to use US plan now and move towards international plan in the future?

You can use QBO US version for the time being and buy a 3rd party service to convert your data later. I don't see any legal implications for that.
Hello there, @Engelmann. The QuickBooks Online (QBO) Advanced version outside the United States is still unavailable.
As what @Fiat Lux - ASIA has suggested, you can utilize the QBO US version. Moreover, if you decide to switch to QBO International, you don't have to worry about any legal implications. You can either choose to have your company data exported and imported to your new subscription or look for a third-party application that can help you with converting files.
