A .csv file that you can upload right away in the state website isn't available yet in QuickBooks Desktop.
The Washington Paid Family and Medical Leave (PFML) report in QB serves as a worksheet and the information given can be used in filing the form electronically. For more information, click the View details about this form link in the lower-left hand corner of the form.
There's also an option to export the Tax Form Worksheets or export the payroll data to Excel. Then, convert it into a .csv file which can be uploaded in the state website. Here's how:
Go to the File Forms tab in your Payroll Center.
Click Tax Form Worksheets under Reports.
Click Enable Content if you're getting a message about macros being disabled.
Select State Wage Listing, then select the correct date under Dates.
Click Create Report.

Allow me to provide some more information about tax discrepancy in QuickBooks.
If you are using QuickBooks Online, I'd suggest reaching out to our Customer Care Team. They have the ability to run a remote viewing session to help verify the main cause of the discrepancy.
However, if you are using QuickBooks Desktop, rounded numbers can also cause discrepancies. To learn more on how to get this sorted out, you may refer to this article: Discrepancies in tax calculations.
