After a lengthy talk and diagnosis by tech specialist it was identify that only a Data service team of QuickBooks will be able to fix the issue. Anyone facing this issue don't waste time and just talk to Tech Specialist and submit to Data Service to fix the issue with file. I hope I will have a quick turnaround from Data Services.
