Canadian and US tax

I have a new Canadian client who moved to the US in 2004 to start a small business/sole proprietorship. He has been doing his US tax since 2004 but did not do Canadian tax nor file his tax return. Now, he moved to Canada in March 2020 and started applying for CERB knowing that he needed to get his Canadian Taxes done. Can he do the 2019 tax return in order to continue receiving the government support/benefits?

Or, does he need to prepare all the outstanding years of the Canadian tax returns to qualify for the benefits?

What documents does he need from the US tax returns to prepare the Canadian tax returns? Thanks. I will appreciate a good discussion.
