I discovered this problem myself since I had QBO files from 2017, so I wrote a C# program to read the QBO file and change all the dates on the <DTPOSTED> tag from MM/DD/YYYY to YYYYMMDD120000[0:GMT]. I also had to change the <ORG> and <INTU.BID> tags to the values in the 2017 QBO file.
