-CONFIRMED: With a little bit of time a patience, rules can be imported into QBO through the rules Export/Import section.
1) Export an example template from existing rules
2) Use that spreadsheet to create a new spreadsheet of rules OR to properly format the spreadsheet that is being imported. 3) Save the import document as a .xls or .csv
4) In QBO.. Banking --> Rules -->> Click the arrow next to "NEW RULE" then "Import Rules"
5) Check the rules in QBO to confirm if all were imported properly.
