Employees and payroll
@ShyMae Everything ended up working out well.
That said, I get the impression that at least part of QuickBooks' variant of the WVUC-154-A form itself may be out of date. Specifically, Line 16 of the Contribution Report in the QuickBooks variant still fills in the number of employees per month based on the number of employees that worked during the pay period including the 12th of the month in question.
While that is all well and good, I have received calls from Workforce West Virginia (The entity responsible for the processing of WVUC-154-A submissions) telling me to redo some of my submissions. These particular incidents involved the company in question happening to have payroll in every weekly pay period of the month in the relevant Quarter *except for* the pay period including the 12th.
As a result, Line 16 had blank, or 0 employees showing for every month of the Quarter despite having payroll in every month of said Quarter.
Further, Workforce West Virginia has changed their submission website to no longer include the 'including the 12th of the month' qualifier with regards to the number of employees that worked in the relevant month. Now, it simply reads: 'Number of employees in the pay period: 1st month, 2nd month, 3rd month'.
This may just be the result of misguided office workers and website technicians at Workforce West Virginia, but I believe it would be worth the time of your form developers to reach out to them and make certain of how Workforce wants the employee count per month to be reported on the WVUC-154-A Contribution Report.
