Still no QB payroll update as of 1/22/25 but as you said, at least the state deduction will not be at a shortfall with this change. I did receive an email from QB Intuit on 1/13/25 acknowledging the Emergency Rule and that they are working to get it updated and they will follow up as soon as the QB updates are available.
