"There's an issue on our end" has been a common theme. I issued over 100 1099-NEC's through QB online and have had a solid third of people tell me that they cannot access them.
I have printed individual forms to PDF (masking the SS# should be an option, hint to Intuit) modified in the PDF and resent directly to the recipient. I would suggest contacting the organization that issued your tax form and having them send it to you directly. In almost all circumstances, you will receive a paper form 1099-NEC via USPS which may take a few days but if you really don't want to call the organization it's another option.
