How can I get the "Reorder" button to appear in the Transaction Rules grid?

In the FAQ: Set up bank rules to categorise online banking transactions in QuickBooks Online Step 1.10: (Optional) To reorder your bank rules priority, select reorder Reorder icon and drag the rule to your desired order. The rule with the highest priority will always be applied first. In the video on the page linked below the reorder icon is shown as the left most column.
