I've taken a look at your question and what my colleague outlined and can explain what's going on and why you're not seeing the R4 release despite articles like Release notes for QuickBooks Desktop 2021 already listing it.
The R4 release isn't yet available for QuickBooks Desktop due to last-minute changes from the Canadian government that have caused some delays in our coding. As the article suggests, the update will include the newest payroll tax tables and will also accommodate the new T4 fields as per CRA guidelines. The update is scheduled to release at the end of the month.
I can see how the articles aren't quite clear that this isn't released quite yet. I'll be following up with my team to ensure that the information is as clear as possible so that QuickBooks Desktop users can be on top of their work and plan for the updates as needed.
