Yes, you have to have a SIN.  She should have been assigned a temporary number starting with a "9" by Service Canada, or maybe a TIN by CRA.  In either case, you cannot claim her as a dependant or file a return for her without that, as far as I am aware.  As a resident of Canada, her immigration status is irrelevant.  A permanent resident of Canada should file a tax return.
