As mentioned by my colleagues above, the ability to track grant levels and create a multi-year budget in QuickBooks Online is currently unavailable. You may take into account utilizing a third-party application to keep you going in managing your budgets.
For now, I'd suggest sending a request to our product developers. This way, they may consider your suggestion and add it to our future product updates.
