Do you need to upgrade from an older version? Otherwise, you can use an old QB Desktop with a non subscription license (i.e 2016 or later) if required.

It looks like you are using QBD 2021 with a subscription license. You should contact @Fiat Lux - ASIA to get a non subscription license.

Can I transfer my 2021 company information to QBD 2017 it does not show subscription ? Will 2017 still work after I cancel 2021?

No. you can't convert your data to 2017.
