I think I found the easiest solution. At least, it seems be working for my particular case, where I'm getting "Do you want this app to make changes to your device?" error.
Quit QB. Then go to the app shortcut and right-click. Select "Run as administrator".
So far, this has been working for me. Earlier, I had over 10 pop-up warnings from Windows Security. Now there are none (fingers crossed).
