She is not required to file a OAS tax return - that is optional. She receives the NR4 slip so that she knows what income to report in her new country of taxation. You don't have to do anything, but she has to repay the GIS if she was overpaid.

If she left the country permanently in 2021, you would have shown her as a emigrant on the 2021 tax return and she does not file a Canadian 2022 tax return. That is why she received a NR4(OAS) instead of a T4A(OAS) - she is no longer a resident of Canada and has no obligation to file a tax return.
