Time vs. Elapsed time

On the File/Properties window, why doe the amount of time shown in the "time" filed, next to the Invoice field, not equal the amount of time recorded in the "Elapsed" column where all the activity in the file is recorded.  What events cause there to be a difference between these two time measurements?

Time vs. Elapsed time

Everytime you click on File Properties, you are not in the active windows anymore. So the Time is the time while you are in the tax file, while the elapsed time is the the time elapsed since  the file is opened.
