As stated by my peer above, getting a Transmitter Control Code (TCC) depends on how you file your 1099 forms.
Since the TurboTax support mentioned that your tax return is self-prepared, I suggest working with IRS. You’ll need to write a letter containing your Tax1099 reference # and Orig # from your filing to request your TCC number. See this link to learn more: Tax1099 guide.
