As mentioned above, the E-File and E-Pay are only supported for limited forms in QuickBooks. At this time, this is not available for a child support liability. You can check out Understanding the E-File and E-Pay services for additional details.
If you'd like, I can submit feedback to our product development team, so this can be considered in a future update. In the meantime, you can follow the suggestion made by John-Pero.
