In the spousal information section on the "INFO" screen, mark her province of residence as "non-resident".  You also need to enter her net income.  Your taxpayer is allowed to claim a non-resident spouse as a dependant (which would also give him those other credits you mentioned) if your taxpayer is in fact supporting her and her income is low.  He will have to be able to prove that he financially supports her by providing proof of transfers to her, or similar proof.  If she has her own income, just put a high income in her Net income box to block any credits from being calculated.
