Did you find the solution? I have this same problem. All auditor errors are clear and it says eligible but it doesn't allow me to build the file to efile.
this might be a dumb question but the file isn't locked is it?
None of them are. I cannot build a file for either return.

When you open "Build Efile On-line batch" there are 4 tabs beside the client list. In the first tab labelled "Client" look in the section labelled "Efile Status" is "Eligible" checked?
