on Other Credits form at line 45200 data entry area the program is shown to bring forward the amount from line 23600 (net income). I have an amount on line 23600 but it is NOT carrying forward to Other Credits form. Therefore no refundable medical expense supplement calculates. Is this a Profile error or am I not understanding something

Have you reviewed the CRA rules for this tax credit? I pasted them below.
Basically, if your client does not meet the criteria mentioned in these rules, then the credit will not be calculated (the calculation at Line 14 and Line 16 will remain at $0.00).
(NB: this same approach exists in other areas of the tax software, where values will not be calculated if all the criteria are not met).

Note: Line 45200 was line 452 before tax year 2019.
You may be able to claim a credit of up to $1,272 if all of the following apply:

On testing ProFile T1 for 2019 and 2020 is calculating the medical expense supplement correctly following the CRA rules. As mentioned in the other post here, look at the type and amount of income on line 23600: if the taxpayer is not eligible for the credit, the section for medical expense supplement is not completed by ProFile.

I did several calculations just for the purpose of the medical refundable supplement today and everything works fine.
