1) Does this need a "NO" on all tax returns whether they sold a property or not? 

2) I checked "NO" on the info page.  Was this supposed to carry to this box?

no, this box is not carried forward, because the situation might be different every tax year

Ok so to clarify..  

 

It is by design that the question on Info form is not linked directly to line 17905 on S3.  The question on Info is just a prompt to see if the user needs to fill out the Property flipping section of Schedule 3.
