How do I reach a supervisor in tech. support? I wasted 40 minutes, & missed dinner, while an incompetent, Hanzel, failed to solve my issues & refused 3 transfer requests.

I recommend contacting our QuickBooks support again. They'll be able to check your account and review the notes from your previous call.

I've been on hold for over an hour trying to reach a supervisor. They seem to be very difficult to get a hold of at Intuit.

Yes. My QBO database got corrupted and as a result no banks will re-establish connections on my account. Intuit is telling me it's going to cost $500+ for them to fix it. I don't know which universe Intuit's product team lives in, but in the one the rest of us do, when you run SaaS, and something breaks on the server end, you are expected to fix it for the customer at no additional expense.
I suppose placing customers on an infinite telephone hold until they give up is one way to ensure maximized profits.

Do you run QB Desktop and need to import *.qbo file into your QB Desktop file?
Which QB Desktop year version?

I do not use the desktop app.

QuickBooks Online is designed to sync with my banks via their APIs, like hundreds of web applications do.This is a known feature that millions of customers rely on every day.
A manual CSV import is non-trivial and a huge waste of time here. Non-viable, although I appreciate the offered assistance.

Try opening your QBO on any private/incognito browser. If the same error persists, you can use csv2qbo converter tool $60 one time license as a workaround.
