I appreciate your comments however it explains nothing, in all the correspondence and communications that I have had both with HSBC and QBO over three years it comes back to QBO. The issue is with QBO as to whether they really want to resolve it. It is only to do with AU personal accounts, Globally and Business banking seems to be OK and still why are the other providers able to resolve it with HSBC and not QBO

I can see how important to you and your business to be able to connect and download automatic bank feeds from your HSBC account to QuickBooks Online. This incident has been reported to our engineers and our banking partnership team continued to work with the bank to see if there are any options to work around this encryption.
Due to circumstances outside our control, these financial institutions will no longer be available to be connected through QuickBooks. As such, bank feed transactions from these financial institutions will not be imported into QuickBooks automatically.
In the meantime, you can continue to manually import your bank transactions using CSV file upload. Here's a link for a comprehensive information about: Manually upload your transactions, receipts, and bills into QuickBooks Online.
