Let me help you check the report period options in your QuickBooks Online account to get you back to running your business.
Have you tried switching to a different browser or use new incognito window? If not, I recommend doing that first. The incognito window does not save your browsing history making it a good area to check web data issues.
Let’s start by using an incognito/private browser. Here’s how:
Google Chrome: press Ctrl + Shift + N
Mozilla Firefox: press Ctrl + Shift + P
Safari: press Command + Shift + N
Then, let's access your QuickBooks Online account and attempt to run the Balance Sheet report, and then under Report period check if you can see Last Financial Year from the options. Check also your Accounting method if it is set to Cash or Accrual basis, and then click Run report.
If it went through fine, you may want to clear your browser’s cache or use other supported browsers in QuickBooks Online.

Hi. Thank-you for your reply. I have logged in via Incognito and it has made no difference.
My only last options are
Last Week, Last week-to-date, Last month, Last month-to-date, Last quarter, Last quarter-to-date, Last year, Last year to date
Any other suggestions? I assumed all files should have all reporting functions especial 'last financial year' reports.

You can try to check on your company settings in QuickBooks Online if you've set the correct month of the financial year.
Here's how:
Once done, try to run the Balance Sheet report again and see if you have Last financial year option available on the Report period drop-down menu.
