The recurring transaction feature is accessible exclusively to subscribers of the QuickBooks Online Essentials, Plus, and Advanced plans, Jaswinder. Let me explain how your plan impacts your transactions in QBO.

In the QuickBooks Online AU version, the option to create a recurring transaction is limited to the plans that are being mentioned above. However, if you're currently using the Simple Start plan, this is the reason why the +New button appears disabled as you cannot access this feature.

However, if you wish to utilize the recurring transactions feature to streamline your financial management processes, you may want to consider upgrading from your current Simple Start plan to a higher tier. By doing so, you will gain the ability to set up recurring templates, which can greatly enhance efficiency and ease of operations for your business.

You may refer to this page to check various plans being offered with its features and its allocated pricing in QBO: QBO Plans & Pricing.

Once done, you can read this page to learn how to set up and make any transaction a base template for a recurring transaction in QBO: Create recurring transactions in QuickBooks Online.
