To start, I want to confirm the problem with your quote and invoice template. Has it switched from the old to the new layout? If so, you can shift back to the former one (if the system still permits you to do so). Please see the screenshot below for your reference.
If you're using the old layout and can't edit your templates, it's probably due to a browser issue. We can troubleshoot this to resolve it.
Begin by pulling up your QuickBooks Online (QBO) account using a private browser (incognito). Here's how:
Once signed in, open a quote or an invoice to check if there's still wrong with them. Then, edit your template if you're able to do so.
If the feature is working as intended, return to your default browser and clear its cache. After that, log out and then log back into your account. This will refresh the system and remove older data that causes viewing and performance issues.
However, if this matter continues, I'd recommend using other supported browsers.
