Can a user be set-up to be able to perform Rostering but not get access to all the confidential financial related information. I have a manager who I would like to be able to set-up so that she can do rostering but not view and access other payroll and financial information.

I'm glad to see you here in the Community. Let me share some information about the Standard User type in QuickBooks Online (QBO).
Once a user is set up to be a Standard user, you can limit their access and they can't also view your bank accounts. Check out this article, for more details: User roles and access rights in QuickBooks Online.
Depending on what access you want your manager to have, I suggest setting them up as a Limited User. This will restrict what they can and cannot do within your company file. For additional reference, please see this link: Add and manage users in QuickBooks Online.
Also, to help you track any activities in your QBO account, you can run an Audit Log report. This will show you the users who made changes and what they did to your books. Please, open this page for your guide: Use the audit log in QuickBooks Online.

Consider having a scheduling app to integrate with your QBO. Your team don't need to access your QBO account directly.
