This transaction type doesn't work with foreign currencies. Instead choose Transfer and choose the foreign credit card in the Transferred To dropdown.

I'm here to share the steps to turn on multicurrency in your QuickBooks Online to help you set up this foreign credit card.

First, enable the multicurrency feature before setting up your foreign credit card. Know that multicurrency is only available in QuickBooks Online Essentials, Plus, and Advanced. Multicurrency enables you to actively pay and receive payments in foreign currencies used by your customers, vendors, or bank accounts that differ from your home currency. Once you activate it, you can effortlessly enter transactions in a different currency, and QuickBooks takes care of all the necessary currency conversions. Here's how:

  1. Go to Settings ⚙, then click Account and Settings.
  2. Select Advanced.
  3. In the Currency section, click Edit ✎.
  4. From the Home Currency ▼ dropdown, choose your currency.
  5. Select the Multicurrency checkbox and confirm that you understand that you can't undo this option.
  6. Click Save.

For detailed information, refer to this article: Set up and use multicurrency in QuickBooks Online.

Afterward, you may proceed to set up your foreign credit card.

Also, I'll add this reference containing information about your commonly asked questions about home currency: Frequently Asked Questions about Home Currency Adjustments.
