First, you can try going to the Expense Transactions page to record the bill payment. Kindly see the steps on the screenshot.
You can add filters so you can only view fewer list of open bills.
You can also log in to QuickBooks Online (QBO) via incognito or private browsing session. This will help us identify if it is relevant to cache overloaded in the browser. Too much cache can cause unresponsive buttons on QBO.
You can use these keyboard shortcut.
Proceed in paying your bills. Then go back to your regular browser and clear it's cache.
